Declaration on Accessibility

This declaration on accessibility applies to the website of the Staatsbibliothek zu Berlin - Preußischer Kulturbesitz published at https://stabikat.de.

As a public body within the meaning of Directive (EU) 2016/2102, we strive to make our websites and mobile applications accessible in accordance with the provisions of the Act on Equal Opportunities for People with Disabilities (BGG) and the Accessible Information Technology Ordinance (BITV 2.0) for the implementation of Directive (EU) 2016/2102.

State of Compatibility with the Requirements

The accessibility requirements are pursuant to Sections 3 (1–4) and 4 of the BITV 2.0, which was issued on the basis of Section 12d of the BGG.

The verification of compliance with the requirements is based on a self-assessment on the basis of a BITV-WCAG test report carried out between April 18, 2023 and May 22, 2023.

According to the review, the website is only partially compatible with the aforementioned requirements, owing to the following incompatibilities.

Explanations in German Sign Language and Easy-to-Read Language are not yet available. Therefore, the website does not currently meet the requirements of §4 of BITV 2.0.

The items listed below are classified as not accessible for the reasons given:

  • Individual graphics do not have alternative text and therefore do not comply with requirement 1.1.1 according to WCAG 2.1.
  • Some page content, such as notices after logging out of the library account, is time-limited, cannot be paused, and thus does not meet requirement 2.2.1 of WCAG 2.1.
  • On the results oage, the order of items is not always coherent and thus does not fully comply with requirement 2.4.3 of WCAG 2.1.
  • Keyboard focus is not clearly visible in some elements, and in some elements it is completely missing and thus does not comply with requirement 2.4.7 of WCAG 2.1.
  • Not all elements have visible labels and thus do not comply with requirement 2.5.3 of WCAG 2.1.
  • Status messages are not tagged with the appropriate roles and properties and thus do not comply with requirement 4.1.3 of WCAG 2.1.
  • Not all personal browser settings are taken into account, which does not comply with requirement 11.7 of EN 301 549 V3.1.1.
  • Some linked PDF files are not fully accessible and thus do not comply with the WCAG 2.1 requirements.

These existing barriers will be addresses as part of an ongoing process.

Arbitration
